Subject Websh 3.5 bug

In version 1.4 of src/generic/weboutint.c a nasty bug was introduced
to web::putx and web::putxfile (see Bugzilla #14682). It was when you
added a workaround for suppressing headers if "{" is the first char in
a string being sent to either func.
Do you have any idea, where that could come from? Seems to be a
problem with the encoding or something (now it probably takes UTF-8,
but the code still thinks it's 8-Bit or something).
