It should 'just work'.  That is the philosophy with regards to Tcl
code that also runs elsewhere, where possible.

Karl L. posted about this over the last few days - but he was on
FreeBSD.

I'm not sure what the answer is.  One thing that I would be interested
to see is a system call trace of the following:

strace -o /tmp/oput apache -X
(-X puts it in single process mode)

then click on the page.

Look at results to see what happened and why it didn't find the
package.
