Subject How do I get a namespace on an xhtml tag

This is more a matter of curiosity than anything else.

I have the following:

<html jwcid="@Shell"
   title="TIGER Protocol Search Results"
   stylesheet="ognl:assets.stylesheet"
   doctype='html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" 
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd"'
   xmlns="http://www.w3.org/1999/xhtml"
   >

which I thought would have produced

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" 
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
<html xmlns="http://www.w3.org/1999/xhtml">

It produced the doctype just fine, but not the xmlns on the html tag.

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" 
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
