Currently, the Enum ValueEncoder implementation converts the Enum instance to its name (which
is typically ALL_UPPER_CASE) and then converts that string back to an Enum instance.

It would be better and more consistent with the rest of Tapestry if the name was lower cased
(inside toClient() ), and was case insensitive (inside toValue()).
