An externsion component template (with a root t:extend element) should allow t:block elements
to be nested
----------------------------------------------------------------------------------------------------------

                 Key: TAP5-1847
                 URL: https://issues.apache.org/jira/browse/TAP5-1847
             Project: Tapestry 5
          Issue Type: Improvement
          Components: tapestry-core
    Affects Versions: 5.3, 5.4
            Reporter: Howard M. Lewis Ship

Currently, this isn't possible, and the <t:block> elements must be placed inside some
available <t:replace> block. It makes sense that defining a block specific to a sub-component
should be allowed, even if other aspects of the containing template are not to be overridden.
