isOmitValues is an obsolete variable. At the initial time, we thought basic hive-style column
partition as well as extended hive-style column partition which stores partition column values
too. isOmitValues is a flag to distinguish them. 

But, extended hive-style was eliminated, and we should remove isOmitValues variable.
