Scheduler must not run indefinitely when the value of 'count' parameter is zero

The proper behavior of the task scheduler must be;
    if count < 0: run indefinitely 
    else if count == 0: do not run 
    else: run task the specified number of times using the interval 

But, currently, synapse does not support this. For all count values which are less than 1,
the scheduler runs indefinitely.
