    Resolution: Fixed

Fixed in the SVN trunk. If there is a mediator named "pre-mediate" then this sequence will
be called before the mediation starts on each and every message including the once which are
coming into proxy services. This mandatory sequence will be executed for responses as well,
so one may need to use the in and out mediators to separate the action of the mandatory sequence.
In other wards if the mandatory sequence has to mediate only the requests then an in mediator
is required to put inside the mandatory sequence.
