   A clear and concise description of what the bug is.
   **Sometimes**.when I run npm run dev-server. My JS engine report a error "**CALL_AND_RETRY_LAST
Allocation failed - JavaScript heap out of memory**". Then, I found that running a lot of
applications in the background on my computer will cause this problem. So, shall we allocate
more memory to the node V8 engine?
   
   ### Expected results
   
   dev server is up.
   
   ### Actual results
   
   dev server is down.

   1. cd superset/assets
   2. npm ci
   3. npm run dev-server

   - python version: 3.7.4
   - node.js version: v8.12.0
   - npm version:6.4.1
