Untested, but:

	[tunnels]
	ssh = $SVN_SSH sh -c 'ssh -q -i $HOME/.ssh/ssh-identity "$@"' -s

or perhaps leave ~/.subversion/config untouched and use the following in
~/.ssh/config:

	Host *
		IdentityFile ~/.ssh/ssh-identity
