Log:
Add a failing test that exploits a problem in one of our sqlite helpers.

Currently, an error during the transaction COMMIT leaves the db connection
unusable and can block concurrent access to the database file.

* subversion/tests/libsvn_subr/sqlite-test.c
  (open_db): Return the path to the opened database.  Accept a new timeout
   argument.
  (test_sqlite_reset): Adjust the calling site of open_db().
  (test_sqlite_txn_commit_busy): New test.
  (test_funcs): Add new test, mark it as XFail().
