Log:
If the user choses the 'help' option when prompted about a tree conflict,
display the conflict description again before displaying the full list
of options.

Descriptions of options may now refer to conflicted paths or URLs also
shown in the description of the conflict. So it makes sense to display
the description again in case it has already scrolled off the screen.

* subversion/svn/conflict-callbacks.c
  (prompt_user): New optional parameter 'conflict_description'. Display this
   before the option menu if provided.
  (handle_text_conflict, handle_one_prop_conflict): Pass NULL for new parameter.
  (handle_tree_conflict): Pass the tree conflict's description for the new
   parameter.
