A few docstring fixes. No functional change.

* subversion/libsvn_subr/cache-membuffer.c
  (write_lock_cache,
   unlock_cache): Add missing parameter documentation.
  (WITH_READ_LOCK,
   WITH_WRITE_LOCK): Fix grammar and capitalization.
