Log:
On 10Gb branch: provide optimized version of window_handler for the
frequent case of an empty source window.

* subversion/libsvn_delta/svndiff.c
  (send_simple_insertion_window): specialized variant of window_handler
  (window_handler): call optimized code for delta against empty source
