Log:
Since the status walker already handles tree conflict reporting by just walking
them as nodes, we can remove the special tree conflict node tests from the
commit harvester.

* subversion/libsvn_client/commit_util.c
  (bail_on_tree_conflicted_children): Remove function.
  (harvest_status_callback): Update caller.
