I usually do something like this:

    <package name="root" namespace="/" extends="struts-default">
        <default-action-ref name="home"/>
        <action name="home">
            <result>/WEB-INF/content/home.jsp</result>
        </action>
    </package>

    <constant name="struts.convention.redirect.to.slash" value="true"/>
