Hi Amol,
maybe You can use Filter? It's not exactly what You want, no form i.e.
but maybe it will do.
You can define one in web.xml like

  <!-- Filter parameters using unicode -->
    <filter-name>Character Encoding UTF-8</filter-name>
    <filter-name>Character Encoding UTF-8</filter-name>
  <!-- Standard Action Servlet Configuration (with debugging) -->

it has to implement javax.servlet.Filter,
and in doFilter(...) method You have access to request and You can
manipulate it.
