It appears we have learned a little more. Convention calls the xworks
file com.opensymphony.xwork2.util.finder.UrlSet which does a
ClassLoader.getResource("META-INF") in the getURLs method. However when
weblogic creates the _wl_cls_gen.jar it does not add a META-INF
directory so that jar file is passed over by Convention. So in debugging
we saw it find our jar but pass it over because of the lack of META-INF
directory.

We are using xwork 2.1.2

It seems like struts 2's convention/xwork2 and weblogic 10 are not
playing nice together. Any ideas on solving this?

You are correct, I'm not sure what weblogic is doing with that
appmergegen directory.
