Thank you. The outline is:

Navigation.jsp (the links bar that is included in the other pages):

<body>
<s:i18n .....>

......page content
</s:i18n>
</body>

Home.jps (which includes Navigation.jsp):

<body>
<s:i18n ......>
<%@include file="Navigation.jsp"%>

....page content....

</s:i18n>
</body>
