The classpath in your JAR library below does not include any struts
classes. Only Jakarta commons ones.

The Class-Path in a JAR file cannot refer to JAR files within the JAR
file itself. This is stupid, but true. If you want to package your
standalone application as a single JAR file, you will have to un-JAR
your dependencies and then JAR then together with your application.
Otherwise, you will need to write your own ClassLoader.
