Yes, I just copied the static files into a directory in my project called
"static", and then manually included all the files - basically copying the
includes the <head> tag generates but changing the directory structure to
point to my "static" directory (including the dojo default path javascript).  
It seems to work for most of the cases I tried. 

I would think the files would be in the war somewhere, although I actually
got the static files from the Struts2 source - I had to include a couple of
different directories to fix all errors Firebug was complaining about.
