<s:a.../> is pretty different than <s:url.../> and I
would think not what the OP was looking for, which was
how to give links "logical" names.

I think the issue was largely solved by using
class-less (like me!) actions thusly:

<action name="/a/url">
  <result>/a/jsp/etc</result>
</action>

AFAICT <s:a.../> is for making Dojo Ajax requests.
