  when i test plain html file with input tag
       document.getElementsByTagName("INPUT").length>0
   
  when i test struts html file with html:text tag
   
       document.getElementsByTagName("INPUT").length=0
   
  any clue?

Why not? Do you get an error? just
generates an  [input]  tag.
