I am using Weblogic 8.1 SP3

<%@ page language="java" %>
<%@ taglib uri="/WEB-INF/struts-bean.tld" prefix="bean" %>
<%@ taglib uri="/WEB-INF/struts-html.tld" prefix="html" %>
<%@ taglib uri="/WEB-INF/struts-logic.tld" prefix="logic" %>

<html:html locale="true">
    <head>
        <title><bean:message key="index.title "/></title>
        <html:base/>
    </head>

    <body>
        <html:form action="/login">
            <bean:message key="prompt.login"/>
            <html:text property="login"/>
            <br/>
            <bean:message key="prompt.password"/>
            <html:password property="password"/>
            <br/>
            <html:submit>
            <bean:message key="index.login"/>
            </html:submit>
        </html:form>
    </body>
</html:html>

I am NOT using bean:define. In fact.. bean:message works... still that
exception of creating bean comes :(
