yes, I get this all the time, it's an IntelliJ thing. Do this:

this is for a Mac, not sure about Windows:
Preferences -> IDE Settings -> Resources
add http://struts.apache.org/dtds/struts-config_1_1.dtd to the list of 
Ignored Resources
