Just went through the source code.

This problem can be attacked by overriding the method unspecified(...)

public ActionForward unspecified(
            ActionMapping mapping,
            ActionForm form,
            HttpServletRequest request,
            HttpServletResponse response)
            throws Exception {

there is no parameter matched or the parameter is null.
