Andy,
You are mixing JSP scriptlets and JSTL expressions.
You can:

1) use the JSTL forEach tag which is in the core library

2) use the struts logic:iterate tag

3) (least preferable) use scriptlets and access productData.someCount 
directly rather than throug a JSTL expression.
