It is not meant to specify which "Resource" bundle to use. If you looked in the dtd : resource If set to "false", the key is taken to be a literal value rather than a bundle key. I now have a test=20 validate.xml with only one form, one field and one arg, and that has = the bundle attribute on it. Perhaps it wants me to specify what that bundle = is somehow.
