The URI is not the problem, it's exactly the same as mine (as it would be if
the example hasn't been modified :-))

This is mine:
  <%@ taglib uri="/WEB-INF/struts-html-el.tld"  prefix="html-el"  %>

This may also be valid, depending on what (if anything) you've got
configured in web.xml
  <%@ taglib uri="http://jakarta.apache.org/struts/tags-html-el"
prefix="html-el"  %>
