In a way that is how the system will know that there is a new user. The idea is to get the employee everything he needs to settle down. So different users are notified. Sys. admin takes care of the machines. HR manager takes care of something else. It can be a log-in. Also if the system finds that there is a new employee in the database the notification can happen. The idea is to implement a notification mechanism.
