Some servlet containers allow for reloading individual web applications
without
restarting the application server. If you are using Tomcat, it has been
discussed several times on
this list, so please search the archives. If you are using another
container,
please reference its documentation.

Basically you need a way to force the ActionServlet to re-initialize so it
will reload the ApplicationResources.properties file into memory where it is
available to the application.
