I dont mean populate on the fly.
What I mean is when your web server starts, u can call some initilization servlet which will
call a db routine to get all messages from DB.

Then the same can be written to a properties file.

And after the apllication is Up and running, the same properties file is used by struts i18n
mechanism.So Struts i18n mechanism is transperent to the fact that the i18n is coming from
db .

But I don,t think in that case u can change the messages without stopping the  application.

In that case, may be you can write your own implementation of ResourceBundle which will alow
this.

BTW, what is the exact requirement?

You mean populate on the fly?
And, how about changing the messages without stopping my application? I can
reload all the messages on the fly?
