I always use the Ant tasks for reloading, and they've worked for me since
4.1.12.  For an example build.xml that supports this, see the Application
Developer's Guide docs at:

http://jakarta.apache.org/tomcat/tomcat-4.1-doc/appdev/

My typical development scenario is:
(1) "ant install"
(2) do some testing and debugging
(3) fix something
(4) "ant reload" (if web.xml not changed) or "ant remove install"
    (if web.xml changed)
(5) go to (2)

and shut down Tomcat only for new versions or adding JAR files to
common/lib.
