I tried taking half a step back to extension mapping without actually
eliminating the three servlet mappings (so I wouldn't need three entries for
each path mapping in struts-config.xml, but it didn't work either:

<servlet-mapping>
        <servlet-name>action</servlet-name>
        <url-pattern>/admin/en/*.do</url-pattern>
</servlet-mapping>
<servlet-mapping>
        <servlet-name>action</servlet-name>
        <url-pattern>/admin/es/*.do</url-pattern>
</servlet-mapping>
<servlet-mapping>
        <servlet-name>action</servlet-name>
        <url-pattern>/admin/pt/*.do</url-pattern>
</servlet-mapping>

with the same struts-config.xml as before, trying both

path="/menu"
+
path="/item"

and

path="menu"
+
path="item"

in the hope that Tomcat would recognize /admin/en/menu.do as matching the
pattern /admin/en/*.do, strip off the "/admin/en", and present Struts with
either "/menu" or "menu".

What actually happened was that Tomcat missed the point entirely.
Apparently, path and extension mapping can't be used together. And so endeth
another failed experiment :-(
