are you passing your properties file to your action servlet in web.xml? for
example:

<servlet>
        <servlet-name>action</servlet-name>
        <servlet-class>org.apache.struts.action.ActionServlet</servlet-class>

        <init-param>
            <param-name>application</param-name>
            <param-value>fullyQualified.pathTo.propertiesFile</param-value>
        </init-param>

        <!-- other values -->
</servlet>
