It's not quite as great to the folks who use it all the time :-), but it is
substantially better than nothing.

Yes, BugRat is open source.  Nick Bauman <nick@cortexity.com> graciously agreed to
host this, for all the Jakarta projects, as an interim measure, and administer it,
until the Scarab project (primary author is Jon Stevens at collab.net)
<http://scarab.tigris.org> is ready to go.  Nick would be the person to talk to about
his experiences with BugRat -- I suspect it's taken him a *lot* more effort than he
ever wanted :-).
