[~broncace], couldn't you please upgrade to 2.5.18? There are only a few steps to do described
at [Struts 2.3 to 2.5 migration|https://cwiki.apache.org/confluence/display/WW/Struts+2.3+to+2.5+migration]
usually doable via regex find/replace. So not only you fix this issue but also will be supported
for longer time :)

AFAIK, the 2.3x branch is somehow too old and too hard to support and still alive only for
important security fixes and it's EOL will be announced soon. However, you may ask in Struts
user mail list if team recommend to fix this issue before EOL.
