Just to clarify this whole {{fs}} layer in Struts - it supposed to be used only in {{devMode}}
and shouldn't influence apps running on a prod env. If this is a case, it should fail quietly
without breaking anything and mark resource as not-reloadable.
I would like to throw it away and use some other logic to allow reload jars/properties in
development mode.

Struts 2.5.16 is having some logic to create jar cache files every time it is loading any
