Cannot confirm that, the only possible option that could break that was adding support for
constant substitution - see WW-4698

NumberFormatExceptions when trying to parse {{struts.multipart.maxSize}} when it's not defined
in the struts.xml but instead in the included file.  Setting {{struts.multipart.maxSize}}
directly corrects this.
