I check this out on this class /struts/core/src/main/java/com/opensymphony/xwork2/util/LocalizedTextUtil.java

Everything seems to be like Juan said.

LOG.error("Could not reload resource bundles", e);

The message should appears in the logs for any missing message file or even message key.

Can you please double check this? My best guess is that you need to setup you log4j2 with
the correct classpath: com.opensymphony.xwork2; because everything seems to be OK.
