That jenkins/hudson fails seems like a configuration issue as the main part of this patch
must be applied to struts-annotation instead of struts itself.

When I try to build struts-core locally with this patch applied to struts-annotation I get
the following error with both jdk7 and jdk8. I must admit that I have no idea what this whole
apt stuff is about so I'm not able to provide more help.
