There is support for I18N already, see this exercise
{code:java}
String messageKey = "struts.message.upload.message." + e.getClass().getSimpleName();
{code}

the only problem I see is that on {{FileUploadBase.FileSizeLimitExceededException}} exception
{{buildMessage}} is called instead of {{buildErrorMessage}} which uses
{code:java}
String errorKey = "struts.message.upload.error." + e.getClass().getSimpleName();
{code}

so I can switch this and it should be done :)
