I've branched d749bb8f7a4d7b0007e088385d8a0c9387d63618 in our clone of the official Struts
repository, and will experiment with that version to figure out what's going on.

In the mean time, feel free to reverse commit 8aa4fe860693d29e5ef94026bf2a7532ed74b9ea since
we would hate to hold up any releases on your end!

The problem is intermittent and we'd had a really hard time getting it to occur consistently
on all our servers, but it seems to happen pretty reliably on Red Hat.
