In general what I said is correct the key thing is using:
org.apache.tiles.extras.complete.CompleteAutoloadTilesListener.

On my TODO list, packaging you up a working struts2-tiles3 example that
meets my basic template needs might help (sometime before next weekend). It
will include demonstration of matching templates based on namespace and
action, using the action name as the title of the page, and using tiles to
refactor header data including CSS and JS by only specifying new CSS and JS
requirements particular to the actions needs.

One major flaw to address is that everything works on Glassfish3 (and
tomcat) but does not work on Glassfish4 as of yet (don't know why).
