    Resolution: Fixed

Found the workaround. I upload the dtd file to a internet server. I created a new "Plug-in
from Existing JAR Archives" in eclipse and there made the change in the xml file from "http://struts.apache.org/dtds/struts-2.3.dtd"
to "http://myserver/dtds/struts-2.3.dtd" and then exported as jar file and voilá! =)

but I fail to change where it should be looking it from "http://struts.apache.org/dtds/struts-2.3.dtd"
to "WEB-INF/struts-2.3.dtd". (for example).
