If struts configured filters in a web-fragment, that would prevent users of the library from
creating their own filter mappings.  Making the user specify 'metadata-complete="true"' would
take away many benefits of Servlet 3.0, and would prevent any other web-fragment from contributing
to the servlet configuration.
