Oh, a second issue, this one with struts.


I (temporarily) built xwork using the no tests option (mvn - 
Dmaven.test.skip=true -Pextras,plugins,xwork).  Then after the  
artifacts were in place, I attempted to build struts... and have this  
issue:

I have been able to get it to build with the -Dmaven.test.skip=true  
command to skip testing, but it seems like the tree is in a bad state.
