I am able to Open/Extract the struts-2.1.8.1-all.zip file on Windows using
WinZip and on Fedora using unzip.

I know we talked about making 2.x a symlink to the latest docs, but I
forgot they get overwritten. I would say we leave the 2.x as is, a
directory, but we continue to deploy to pom.version instead of 2.x
like we did in the past. I am downloading the zips in windows :)
