Please add support for commons-chain Command as the Controller for a Tile.

For example, add CommandController class as a peer of ActionController and
UrlController.

Please also add XML syntax to configure the commons-chain Command in the Tile
definition.

For example, add controllerCatalog and controllerCommand attributes to
<definition> element in Tiles configuration.

Perhaps it would be worth also creating a TilesContext (similar to ActionContext
in struts-action project) that provides strongly typed access to objects needed
during Tiles Controller execution.
