Right now errors only have request scope.  To add session scope to errors 
would open up a whole host of issues, #1 is that they will never go away!  #2 
It could be major work to add this into the validator framework, not to 
mention all the tags.  I can see how this could be keyed off of the formBean 
scope, but I have not thought this through.

At our shop, we have come up with a way to deal with errors that need session 
scope, mainly for redirects.  Our solution is outside of struts, it is a 
simple little thing we implement inside each application.  It would need some 
improvement before it could be integrated into Struts, because it does not 
work with Messages/ externalized Strings.
